Draft Proposal:

As a key piece of the NCD strategy to plant Hispanic churches, we propose the Classis of Central California hire Eddy Aleman for a two year position as an Apostolic Regional Missionary.

 

Specifics:

 

Hired by the Classis of Central California, Paid for through the NCD Commission funds, and deployed through City Church in San Francisco.

 

Effective:  January 1, 2008December 31st, 2009

 

Title:  Apostolic Regional Missionary

 

Responsibilities – Focus primarily on developing new Hispanic churches within the RCA Central California Classis:  effectively, efficiently, and promiscuously!

 

Reports to:  Accountability Team designated by the NCD Commission.

 

Benefits:  Standard Ordained RCA Pastor Package

 

 

 

Preliminary Prerequisites / Timeline for hiring this position:

 

4 Inclusion of Eddy on a church’s staff and development of an Accountability Team for his position.

 

4 Classis Churches – Commitment of $50,000 toward this visionary position – by October 31st, 2007.

 

4 Eddy Aleman  - must raise or receive commitments for $15,000 towards this visionary position – by October 31st, 2007

 

4 Denominational Support - Tim Vink commitment of $15,000 towards this visionary position by October 31st, 2007.

 

4 Estimated Total Financial Investment During the 2 year period  =  $200,000

**Current Balance is $30,000 already committed.

 

If these prerequisites are not met by October 31st, 2007 consideration will given to altering the current plan.  Money raised and committed will be held in a special fund under the direction of the CMC for Hispanic Church Planting.

 

 

 


What Happens In Chowchilla?

Chowchilla/Iglesia Emmanuel/Eddy’s Role

 

1.             Eddy remains in Chowchilla until August of 2008 – this is to accommodate the need to have his family, particularly his oldest son, in a stable situation for another year.

 

2.             Transition of Iglesia Emmanuel:

 

a.       In September of 2007 Eddy’s successor officially joins the team to start working with the leaders of Iglesia Emmanuel.

b.       December of 2007 Eddy transfers leadership of this congregation to a bi-vocational pastor/leader.

c.       Candidates:  are being considered

 

3.             Eddy would advance his ARM ministry from Chowchilla, and it would give him another year to assist/train the pastor leader of the congregation.

 

Eddy’s Geographic Location

 

1.             Eddy uses the time in Chowchilla until August of 2008 (reason:  kids will begin school in their new location), to explore San Francisco as his new location for ministry.  **Sacramento and San Jose are also possible locations.

 

2.             Once the “homework” has been accomplish to determine the best geographic location, Eddy and his family will move by August 2008 to enroll his children in school and begin his work from that location.

 

Geographic Church Plant Targeted Areas – Sequentially

 

The USA census bureau informs us that there are more than 11 million Hispanic people living in the State of California. It is devastating to know that most of this people do not have a personal relationship with Jesus Christ. This means that we have a tremendous amount of work to be done in reaching out Hispanics for Jesus, the work of evangelization and discipleship needs to be done (Matthew 28:18-20). This is then the target and main focus of our ministry. We need to bring Jesus to these people this is the reason why the church exists. The preferred future for Hispanics is that they will come to know, love, and follow Jesus as the Lord of their lives. How are going to accomplish this task? By planting new churches!!

 

If Jesus has not came before, here is a list of 10 geographic Church Plant Targeted Areas with the proposed dates for each church:

 

2008: Merced, CA.

·               The City of Merced, CA is near Chowchilla where Eddy will be staying until 2008.

·               The total population of Merced is 69,512 and 41.4% is Hispanic.

 

2009: San Francisco, CA.

·               San Francisco is one of the largest cities in northern California.

·               We have a strong healthy church in San Francisco.

·               The total population of San Francisco is 751,682 and 14.1% is Hispanic.

 

2010: San Jose, CA.

·               We have two churches in San Jose with vision to multiply.

·               These two churches are healthy and strong.

·               The total population of San Jose is 898,349 and 30.2% is Hispanic.

 

2011: Fresno, CA.

·               Fresno is the largest city in the Central Valley.

·               The total population of Fresno is 451,455 and 39.9% is Hispanic.

 

2012: Oakland, CA.

·               Oakland is a large city with lots of spiritual needs among Hispanics.

·               We have a church in Oakland.

·               The total population of Oakland is 398,844 and 21.9% is Hispanic.

 

2013: Madera, CA.

·               Madera is between Chowchilla and Fresno.

·               The Church in Chowchilla has several families from Madera and by this time the church should be strong enough to send these families back to Madera to start a new church to reach that community for Christ.

·               The total population of Madera is 47,952 and 67.8% is Hispanic.

 

2014: Stockton, CA.

·               Stockton is a huge mission field for Hispanic Ministry.

·               The total population of Stockton is 271,466 and 32.5% is Hispanic.

 

2015: Fremont, CA.

·               We have a church in Fremont.

·               The total population of Fremont is 204,525 and 13.5% is Hispanic.

 

2016: Bakersfield, CA.

·               Bakersfield is ripe for Hispanic Ministry

·               The total population of Bakersfield is 271,035 and 32.5% is Hispanic.

 

2017: Hayward, CA.

·               Hayward is a big city with a large population of Hispanics.

·               The total population of Hayward is 141,336 and 34.2% is Hispanic.

 

 

Leadership Development

 

1.             All pastor/leaders need to “graduate” from California Theological Seminary (name of school established by Eddy), working in conjunction with The Miami International Seminary, for degrees.

 

2.             Eddy will continue to be the “Point Person/President” of this educational movement.

 

3.             All pastors/leaders will go through the Commissioned Leader and Commissioned Pastor process of the Reformed Church in America.

 

4.             Leadership for Hispanic Churches comes from established Hispanic congregations, other churches and denominations.

 

5.             Leader/Pastors are required to be bi-vocational.

 

Funding

 

Besides financial income coming from Parent Churches, we project additional funds will be needed based on the church plant projection (one per year), and the potential lack of Parent Church sources with sufficient financial resources.

 

1.             To establish a separate Classis fund for Hispanic Ministries to supplement the dollar need.

a.       Local congregations can contribute to this fund through their mission budgets.

b.       A Fund-raising team will be developed that:

                                 i.            Is committed to the Vision/Strategy of Hispanic Ministries. 

                               ii.            Persons will be chosen from Tulare, Chowchilla, Ripon/Modesto, Sacramento, and the Bay Area, whose role it will be to raise fund for the Hispanic Fund.

 

2.             The fund should have a minimum balance of $200,000 to support and supplement the budget needs for Parent Churches who may not be able to fully resource their designated Hispanic Plant.

 

3.             $200,000 is to be raised by the end of 2008.

 

4.             Eddy and Karl will work to find the people for the fund raising team.  Eddy will be part of raising a portion of these funds, with a portion going to the 25% needed for his salary package.

 

5.             The fund raising team is to be chosen and deployed by September of 2007.

 

Parent Church for the Eddy Aleman/ARM Hispanic Ministries

 

 

1.             The Parent Church still needs to be determined. 

 

a.       Eddy would operate in a staff role in the parent church providing needed support, encouragement, and partnership.

b.       An Accountability Team of five people plus Eddy, committed to the Vision/Strategy of the Arm/Hispanic Ministries will be formed as Eddy’s source of Prayer support, encouragement, and accountability –includes a member of Classis/CMC, and members of the Hispanic Ministries.  They will meet quarterly to hold Eddy accountable to the established goals for the given year. 

c.       The Accountability Team is formed and given authority by the Classis CMC Commission.

 

2.             The Parent Church will issue a Call to Eddy Aleman as the Classis ARM for Hispanic Ministries on behalf of the Central California Classis, and will be installed into the ARM function at a designated date.
